Before I go purchasing the above emulator, can anyone confirm / deny
if it runs on Windows XP 64?

(wow, that was short and sweet by my standards!)
I have a friend who runs the "Platinum Upgrade" on 2003 x64 just fine. I think its a safe bet that it'll work on XP x64 as well.
