No its not. When you claim that someone was murdered and execute people
based on that claim and you know where the bodies are, the
responsibility to verify the claim. We don't have cases where people
vanish and the murderers bury the bodies in the woods and are able
to identify the location and the bodies DON'T get exhumed.
The families of the murdered DON'T just go and put tombstones on
a desolate grave in the woods. We rebury with full honor and respect.
