Subject: 'user' access to "network connection entry"

Hi all,
I'm using WinXP Prof. SP2 and stuck in finding the right policy for user
access to "network connection entry" (here an application created F5 VPN
connection). I know/found out that
1) access to VPN connection with admin right is okay.
2) access to VPN connection without admin right is not okay (errro 5: access
denied).

My main problem: aforementioned application is not allowed to run with admin
rights!
I checked RSoP and found nothing specific letting me assume it could help.
Maybe I overlooked s.th.
Main question: How can I grant access to that network connection?

Other ideas and questions are obviously welcome.
