Confusing as it may seem, the winfax.dll file in Windows\system32 is part of
Windows and not part of the WinFax Pro product. As part of Windows, it's
included in Windows File Protection, which restores damaged or deleted files
that are considered important to the operation of Windows.

Do you have _any_ fax software installed that might create a fax cover page?
