What exactly does "false reinstall" mean? That makes no sense. If you are
truly doing a clean install of Windows, including formatting the hard
drive, and immediately picking up malware afterwards then either something
you are installing is malware and/or your computer has been compromised by
someone with physical access to it. There is no other explanation.

Of course, there is no way for people reading your post to be able to
determine what is really going on. In cases like yours, the only solution
is to have a local computer professional come on-site, do a clean install
of Windows, and set you up properly. Do not use someone from a
BigComputerStore/GeekSquad type of place. Get recommendations from family,
friends, colleagues.
