First of all uninstall the last program your remember that caused task mgr
not to work.
I had faced similar prob too.
Login with your "Administrator" account and see if ctrl+alt+del is running
or not.
If its not running then your need to scan your pc for viruses. I'll
recommend Kaspersky Internet Security.

After that do the following

Run---> gpedit.msc
Once in the Group Policy Editor, expand in turn:
User Configuration
Administrative Templates
System
Ctrl+Alt+Del Options

See if 'Remove task manager is disabled or not. I am sure it wont be. just
disable it and restart your pc. then again repeatign the above procedure,
re-enable task manager & restart your pc. I did this & it got solved. Hope
it should solve for you too.
