MPSampleSubmission refers to Windows Defender uploading a file for
analysis. It appears that the upload is failing according to the
80072ee2 error code, which means " ERROR_INTERNET_TIMEOUT ",
the request has timed out as the send request has failed.
The cause may be that the server the system is attempting to connect to
is not responding or, that the system is so badly infected that it's
being denied the ability to connect with the server.
Has the system been kept up to date with Security updates and has the
installed antivirus software been kept up to date and used to scan the
system on a regular basis ?
