Yes, this can be done.
You can add a menu either to a custom toolbar or to the menu bar in a
template using the Tools Customize dialog. You can then add buttons to the
menu that point to macros in the normal way.
Make sure that when you use the Customize dialog, your template is open, and
the "Save in" box of the dialog is set to your template.
On the Commands tab of the Customize dialog, the last item in the Categories
list is "New menu". Click that, and there is just a single item in the
"Commands list", also called "New Menu". Click and drag that item either to
a custom toolbar or to the menu bar. Then select Macros from the category
list, and select the macros you want to add to your menu by clicking and
dragging the item onto your newly-created menu.
