So you want a Default User profile... Sort of.

Is this user you are trying to 'copy' a domain user utilizing a cached
logon, by any chance?
Is it a domain user at all?

When you rebooted - was the first thing you did was logon as an
administrative user (local account better, but not necessary) and then tried
to copy the profile?
