Hi Ed,
Is the time and date set correctly on the client machine(s)?.
What happen if you Stopped the BITS then restart it again?.

Note: does the client machines configured to get the latest Updates for the
page on the IE Browser settings under General >> Settings ?, it may still
caching an old Page and showing the status.
