Yes, you can set your screen saver Group Policy up this way:
Open the group policy you would like to edit, and go to:
User Configuration\Administrative Templates\Control Panel\Display

There are three items that deal with the screen saver there:
Screen Saver: Set this to enabled
Screen Saver Timeoute: Set this to your specified time
Screen Saver executable name: set this to Not Configured

This will do what you want it to, but if the user does not have a screen
saver selected, it will not work, so the users can easily disable the screen
saver by selecting "No Screen Saver."
