In briefly checking out this author to see where she's coming from, I
stumbled upon this:

Regardless of the rest of her ideas, which seem pretty much like
unadulterated kookery to me, this is something I maybe didn't predict
exactly, but certainly wondered about. She quotes somebody who claims
that, "the taser is not the thing that replaces the gun, it's what
replaces all the other things that police might do other than use a gun,
like talk to you."

I have no particular claim here -- or even a point, really. I just
thought it was an interesting thing to have pop up, in relation to a
long-gone "phasers on stun" discussion.
