Correct, though the distinction is not a personal idiosyncracy. The
distinction has been made in most discussions of the law of war for a
long time.

As I noted, a pet peeve of mine is that the discussions of Bush's
policy, including most of mainstream media, *confuse* the terms
"preemptive" and "preventive". They don't *distinquish* between these
terms.
