The GOP was pretty effective opposing Clinton's health care plan in
1993-94, even though they were a minority.

And then we got Reagan. Which is largely beside the point. The claim
was that McCain's many serious negatives can be discounted because
we can rely on other Republicans to restrain him. My observations of
history make me very skeptical of that claim. Many Republicans put
party loyalty above principle. I think McCain, if elected, is much
more likely to change the nature of Republican orthodoxy than he is
to be restrained by orthodox Republicans.
