The energy in the water is 'free' for the taking. Problem is, most folks
want energy in a different form such as electricity. The conversion of your
'free energy' into something more usable is not 'free'.
Like Don said, the energy in coal, oil or wood is 'free'. But unless you
want to burn it where you found it and the only form of energy you want is
heat, the transportation and conversion is not 'free'.
Sunshine is 'free', yet the cost of using sunshine to power your laptop, or
even heat your home with it is not 'free'.
Just because the source of energy is 'free', doesn't mean it is at all
practical.
