Yes and Yes. The output is nearly linear with the light levels and
this is used in many light meters. Efficiency drops as the cells
get warmer and too high a temperature will damage the solder connections
used on most cells and brown the sealing material on most panels.
You may have to use special (more expensive) cells and some form
of cooling to make it work.
