Although Ron Paul seems to think
that "ineffectual" is synonymous with "substantive":

Also, the list missed a real piece of lunacy:

Somehow Paul believes that Letters of Marque, which were
originally based upon a dubious interpretation of the law of the
sea, and directly targeted ships flagged by an enemy nation, can
somehow be extended presently to cover a private entitity's acts
of violence on an airline corporation's property, and violent
incursions into the sovereign territory of a foreign nation, which
the US Government has not issued a formal declaration of war
against. I have a hard time squaring this position with The
Constitution's expressed authorization of legislative powers, and
Original Constitutional Intent. Then there is the other insanity
of giving an American Governmental imprimatur to the Blackwaters
of the world, so they can, on their own initiative, engage in acts
of war on the Nation's behalf.
