I have seen a bit of Haiti. It is truly a sad place, and has been so for
generations. Nothing I am about to say is intended to minimize the human misery
in Haiti, but the OP obviously did not even bother to read the article, and
certainly did not do even the most basic research before posting. If he had, he
would have known that the mud biscuits (local name, "terre") are a traditional
Hatian food, consumed in good times and bad. At minimum, the OP could have
noticed that the cited article made no connection between biofuel policy and mud
cookies before crafting the misleading title of this thread.

From
http://www.telegraph.co.uk/news/main.jhtml?xml=/news/2008/01/30/whaiti130.xml :
"The pale brown biscuits, known by locals simply as "terre", have traditionally
been eaten by pregnant Haitians and children as an antacid and source of
calcium."
