No, it's primarily because the EPA changed the test by which they
evaluate fuel economy to better reflect American driving habits. Bring a
high-mileage European vehicle, unaltered, to the US and let the EPA test
it -- its mileage figure will be lower than it is in Europe, guaranteed.
The 2001 Jetta, tested the same way as the new Jetta, would likely not
get more than 40 mpg. The new Jetta is much, much cleaner than the 2001
model, too.
